RIGHTS · Upholding Workers' RIGHTS: Pro-Active Enforcement Through New Data and Predictive Tools

Project objective

Labor standards are key to ensuring workers have fundamental rights. They protect dignity, boost low-wage earnings, help close gender and racial wage gaps, and mitigate employers' monopsony power. Yet, labor rights enforcement in Europe faces important limitations. While evidence suggests non-compliance remains common, this evidence is constrained by incomplete data, limiting our understanding of labor rights violations and the development of new enforcement tools. RIGHTS addresses these limitations by: (1) using EU-LFS data to establish comprehensive evidence on minimum wage non-compliance across Europe; (2) conducting original survey research on a broad set of wage and hour labor standards violations in Germany; (3) experimentally testing how providing legal information to workers affects workers' awareness of violations and intentions to report them; (4) identifying drivers of firm compliance and worker complaint behaviors; and (5) developing machine learning models to predict non-compliance risk in France and Germany for enforcement targeting. Standing at the intersection of law, economics, public policy, and computational sciences, RIGHTS will provide the European labor inspectorates with new methods to target establishments for inspection based on the predicted risk of labor rights violations. RIGHTS will advance scientific knowledge about labor standards compliance and contribute to the modernization of European enforcement practices, and is therefore aligned with the priorities in the European Pillar of Social Rights.
