Project objective

The CIVICAST project investigates 'civilisational citizenship': a governance logic where liberal democracies condition rights on perceived cultural alignment, creating a paradox that corrodes democratic values. Its objectives are to: (1) build the first comparative typology of this phenomenon; (2) analyse its legal and bureaucratic mechanisms; and (3) provide the first ethnographic account of its lived experience. These objectives will be achieved through a mixed-methods approach at the University of Amsterdam, contrasting Estonia's 'frontier state' model with the post-colonial model of the Netherlands. The project combines legal-political analysis of Dutch integration instruments like the Wet inburgering 2021 with in-depth ethnographic fieldwork in Amsterdam's municipal offices and integration schools. Directly addressing the Horizon Europe priority of building a ""more inclusive and fairer"" society (Cluster 2), CIVICAST tackles urgent challenges to democratic inclusion. The project will deliver: (1) a new analytical framework revealing the 'fractal logic' of exclusion for the scientific community; (2) a public-facing audio series of ethnographic vignettes to counter polarisation and foster empathy; and (3) a vital conceptual toolkit for policymakers navigating the emerging migration challenges posed by the New EU Pact on Migration and Asylum. Through these outputs, CIVICAST will provide durable contributions to a more resilient, competitive, and democratic Europe.""
