Project objective

Research objectives and content My project aims at investigating public utility restructuring in Italy. Electricity and telecommunications are analysed by econometric methods in order to look at break-up and yardstick regulation possibilities. Pro-competitive policy devices are found to be consistent with nug-fencing of monopolistic activies and break-up. Training content (objective, benefit and expected impact) The objective of the analysis is to provide a comprehensive quantitative investigations of those italian public utility firms whide are now going to be privatised. The benefit to policy-makers is to provide them while strong economic rationales for restructuring public utility firms according to a pro-competitive stance prior to divestiture. The expected impact of the analysis is to show how cost and demand conditions are destroying old natural monopolies in order to convince the Italian authorities to open those markets to competition prior to 1998's EU liberalisation. Links with industry/ industrial relevance (22) Links with industry appear clear if one considers that restructuring would actually modify the italian public utility framework to a remarkable extent monopoles would be broken up in favour of a more pro-competitive market structure.
