Final Activity Report Summary - ALOS KC EUROPE (ALOS Kyoto & Carbon Initiative European Science Coordination - Advancing the scientific capacity of L-band SAR in Europe in support to EU environmental)
The project set out to take advantage of the unique capabilities of the Advanced land observing satellite (ALOS), and provide adequate scientific feed-back to Europe through the promotion of improved scientific co-operation and synergy between the European host, the Global Environment Monitoring unit of the Institute of Environment and Sustainability at the Joint Research Centre (JRC-GEM) and the corresponding third country scientific entity, the Japan Aerospace Exploration Agency, (JAXA). The project is centred around three main areas of activities; one aiming at strengthening L-band SAR science capacity in Europe, and two relating to L-band SAR research and applications development relevant to EU policies for environment, development and research. During the period covered by this final report, a European coordinator office has been established at the JRC, ALOS calibration and validation (Cal/Val) has been undertaken, relevant satellite data have been acquired by the ALOS satellite and a SAR mosaic methodology has been developed. The fellow has organised and chaired four dedicated international workshops within the Kyoto Carbon initiative framework, and participated in JAXA Cal/Val meetings and international symposia. He has also served as advisor to the Ramsar Wetlands Convention, the Group on Earth Observation (GEO), the Committee on Earth Observation Satellites (CEOS) and to the Argentinean Space Commission (CONAE) as expert on L-band SAR. Two peer-reviewed publications and one conference paper have been published. Two papers are presently in preparation.

Project objective
With the Advanced Land Observing Satellite (ALOS) due for launch by the Japanese Space Agency (JAXA) this forthcoming September, the proposed IRG project in a timely manner aims to support and stimulate the advance of the European scientific capacity related to low frequency L-band Synthetic Aperture Radar (SAR) by taking advantage of the leading scientific role gained by the European researcher during more than 8 years with JAXA. He is presently project manager for the ALOS Kyoto & Carbon Initiative" (ALOS K&C), an international initiative to support the Kyoto Protocol and carbon cycle science with the ALOS L-band SAR. By combining the researcher's position and close relationship with JAXA, with the scientific and political experience of the host organisation (the Joint Research Centre) - a key player in the scientific development of remote sensing applications in support to EU policies and environmental monitoring - the project is set out to contribute to the development of a successful and competitive European L-band SAR competence and scientific applications, which can contribute to Europe's climate change obligations and GMES.The proposed actions are centred around three main areas of activities; one aiming at strengthening L-band SAR science capacity in Europe, through the establishment of a European Coordinator function for the ALOS K&C Initiative, and two relating to L-band SAR research and applications development relevant to EU polic ies for environment, development and research, pertaining to regional-scale mapping and monitoring of Kyoto ARD.The project is also foreseen to result in long-term collaboration between JAXA, the JRC and the European L-band SAR science community."
