Tri Continental Alliance in Numerical Methods applied to Natural Disasters
The Tri Continental Alliance in Numerical Methods applied to Natural Disasters (TCAiNMaND) aims at building a coordinated Sino - Latin American - European team of researchers sharing expertise to jointly exploit and develop open source codes and numerical methods for designing effective tools to mitigate major natural disasters in the three regions, by means of a collaborative interchange of software resources, scientific knowledge and scientific experts in the different fields. TCAiNMaND acts as a platform promoting knowledge exchanges between the International Center for Numerical Methods in Engineering (CIMNE, Spain), Swansea University (UK), the Mathematics Research Center (CIMAT, Mexico) and Tsinghua University (China), in the area of numerical simulations applied at the prevention, mitigation and management of natural disasters. The open-nature of the project encourages the participation of all the scientific community of the three involved regions, as well as relevant experts. The main goals of TCAINMAND are: - To identify major problems in natural disasters and the state-of-the-art scientific solutions to address them - To map the initiatives, opportunities and public funding of the three regions in connection with the natural disaster management. - To foster an all-inclusive dialogue about the trends in the research for natural disaster mitigation able to engage the research community and the local authorities - To adapt the relevant numerical tools to the specific needs of each region - To train a group of researchers able to cope with the challenges posed by natural disaster mitigation The work has been developed under the following (technical) work packages: WP3: Numerical Methods for Real Time Computations WP4: Numerical Methods for a better Resilient Design in Civil Structures WP5: New engineering materials for a most secure buildings WP6: Progressive collapse of structures under earthquake loading WP7: Image Analysis applied to disaster monitoring WP8: Multiobjective Optimization for decision making to test confronting scenarios in case of natural disaster During the four years of T-CAINMAND a total of 74 exchanges between the four institutions involving 51 people (researchers and managers) were carried out. The project has contributed to the publication of 65 scientific articles, 7 doctoral theses and 8 Master or Bachelors theses, 29 technical reports, 40 technical seminars, 7 keynote or-plenary lectures in relevant congresses, and several lectures in scientific congresses. During these 48 months new cooperation paths have been opened, and others have been strengthened. Finally, it is worth mentioning that the technical work by 7 of the seconded ESR has led to the obtention of their Doctoral degree. The project has contributed to take a step forward in the technical training of some outstanding young researcher and allow them to advance in their scientific career.

It is unquestionable that natural disasters are a major issue for almost all the countries in the world and are considered a priority concern on most of the country strategy papers. In particular, Mexico and China are two of the most vulnerable countries, which regularly suffer from earthquakes, floods, tsunamis and wildfires, to mention some of the most important disasters, where in Europe is a big deal within its regional policy.Therefore, the main motivation of this proposal comes from the need to establish a tri-continental collaborative scientific work, having Asia and America bringing their research projects and tools through Europe’s policies, work and agenda on the same objectives and interests, doing collaborative work on the development of numerical tools and open source software in order to face relevant issues problems related to natural disasters in which computing simulation can supply outstanding benefits to the different regions and ultimately to the world, such as forecasting, depth analysis of causes, mitigation of their effects through more secure buildings, reliability and risk assessment.The main objective of the TCAiNMaND proposal is to build a coordinated Sino-Latin American-European team of researchers able to exploit open source codes and numerical methods for designing effective tools to mitigate the main Natural Disasters in the three regions, by a collaborative interchange of software resources, scientific knowledge and, naturally, scientific experts in the different fields.The participant partners are reputed research centers in numerical methods applied to civil engineering with significant previous collaborations between them: two European centers: CIMNE in Spain and C2EC at Swansea University in UK; an American one, CIMAT in Mexico and a fourth and last partner in Asia, Tsinghua University (THU), what is widely regarded as the best university in China.
