Policies for Smart Specialisation

The Policies for Smart Specialisation (POLISS) was an EU-funded Innovative Training Network (H2020-MSCA-ITN) that united 7 European universities and 14 partners with aim to improve the EU’s Research and Innovation Strategies for Smart Specialisation (RIS3). The network employed 14 Early Stage Researchers (ESRs) from diverse disciplines, with all ESRs engaged between 2020-2024. Training Objective: POLISS aimed to train a new generation of experts in regional development and innovation policy by bridging research with policy practices related to RIS3 actions. This included building a PhD program that coordinated the work of researchers and practitioners in local development and innovation, fields that are often fragmented across disciplines like management, economics, geography, and political science. Scientific Objective: The scientific goal of POLISS was to contribute to more effective RIS3 actions in EU regions by providing systematic evidence and new methodological tools for designing, implementing, and evaluating these actions. This aimed to help regions improve their innovation strategies and achieve better regional development outcomes. The POLISS programme successfully met its training and scientific objectives by equipping ESRs with the skills needed to design, implement, and evaluate Smart Specialization strategies. Through its interdisciplinary and policy-focused training approach, the programme bridged the gap between academic research and real-world policy practices, ensuring that ESRs were prepared for careers in academia, policymaking, and the private sector. The integration of secondments, targeted training, and career development opportunities allowed ESRs to gain practical experience while contributing to regional development and innovation policy. POLISS also demonstrated its scientific impact by contributing to more effective RIS3 actions across EU regions, providing new methodologies and systematic evidence to improve innovation strategies. The research produced by ESRs has had tangible applications, engaging with policymakers and institutions such as the OECD and the European Commission to influence real-world policy frameworks. The programme's emphasis on dissemination through top-tier journals, policy briefs, and specialized conferences further ensured that research findings reached relevant stakeholders. In conclusion, POLISS achieved its goals by developing experts in regional development, fostering collaboration between academia and policy, and advancing ESR careers. Many graduates secured roles in academia, research institutions, and policy organizations, leaving a lasting impact on academic and regional economic development.

Smart Specialisation is a successful innovation policy concept which has become a cornerstone of the European cohesion policy and also addresses several of the Sustainable Development Goals. However, the early implementation of SmartSpec policies has raised concerns among scholars and policy makers, who have pointed to a number of gaps in its conceptualisation, design and implementation. POLISS (“Policies for Smart Specialisation”) will tackle these gaps with the aim of making the design, implementation and evaluation of Smart Spec policies more effective in Europe. POLISS is a joint collaboration of 8 leading European academic institutions and 14 partners spanning local governments, development agencies, international organizations, research institutes and private companies. POLISS brings together a diverse set of actors from all the fields contributing to SmartSpec; therefore it adopts a multidisciplinary approach by integrating their insights and knowledge. Building on their expertise and everyday engagement with SmartSpec policies, POLISS aims at: a) providing new systematic evidence and methodological tools to scholars, policy makers and local practitioners for designing and assessing SmartSpec actions in EU regions and beyond; b) building a PhD programme where a new generation of experts in regional development and innovation policy will be trained and once graduated will be possibly employed in regional, national and European private or public organisations that work on regional development and innovation; c) providing a forum for coordinating the vast community of researchers and practitioners working on local development and innovation, which is often sparse and fragmented.
