Blame Avoidance in Twitter
Blame avoidance is a communication strategy used by government officials when they initiate unpopular policies. However, blame avoidance may result in disaffection rather than support from citizens. The key problem addressed in the Blame Avoidance in Twitter project (BAIT) is to investigate how the blame avoidance by government officials is expressed in language and find out how citizens respond to the ways in which blame avoidance is expressed. Better understanding of how blame avoidance is used on Twitter and how citizens respond to this has important consequences for society. Perceptions of blame avoidance impact how citizens think and feel about politicians and how citizens behave in the real world (for example, by expressing protest or making voting choices). The overall aim of the BAIT project is to generate new knowledge about blame-related political communication by analysing data from Twitter as an influential site used by politicians and citizens. The specific objectives are to 1.Establish and quantify the discursive features of blame avoidance used in Twitter debates 2.Evaluate the effects of blame avoidance expressed in Twitter, through analysing the responses that arise in the form of replies and retweets 3.Investigate how blame avoidance affects how people think and feel 4.Disseminate the findings of the project to academics and the wider public, including politicians and activists. The actions in BAIT comprised three studies, which use tools from corpus linguistics, discourse analysis and political science to investigate the linguistic patterns of blame avoidance in Twitter and the effects these have on citizens. The first study analysed the blame avoidance strategies used in the Twitter posts of the British government’s Brexit department during its lifespan. The second study analysed a corpus of replies by Twitter users to tweets by British government ministers about two highly contentious issues, Covid-19 and Brexit, in 2020-2021. The third study used two survey experiments to investigate the effects of blaming discourse on Twitter, identifying which forms of blaming were perceived as the most negative and which were most likely to be retweeted. We disseminated the results of the project through three articles in three academic journals; held an international roundtable for blame studies in political discourse, presented seven international papers at academic conferences, held a masterclass for school students in the UK and offered a policy brief to government policy makers.

Blame avoidance is a key communication strategy used by government officials when they initiate unpopular policies, but has not yet been studied for its use in social media. ‘Blame Avoidance in Twitter’ (BAIT) is a project which generates new knowledge about this important form of communication by analysing data from Twitter as an influential site used by politicians, activists and citizens. We take the recent, controversial decision of the British government to leave the European Union, as a timely and high-scale case study which offers lessons to other European countries about how governments may respond to acute blame risk. The objectives of BAIT are: (1) to establish and quantify the discursive features of blame avoidance used in Twitter debates; (2) to evaluate the effects of blame avoidance expressed in Twitter, through analysing the responses that arise in the form of replies and retweets; (3) to investigate how blame avoidance affects how people think and feel; (4) to disseminate the findings of the project to academics and the wider public, including politicians and activists. We will achieve this with an interdisciplinary approach which bridges the macro-social interests of political science and micro-analytic foci of linguistics, using mixed methods in a series of three studies. The first study uses corpus linguistics to quantify the forms of blame avoidance in a specialised corpus created from Twitter hashtag threads related to Brexit. The second study analyses replies to tweets containing blame avoidance, using critical discourse analysis to analyse the extent to which such posts gain support or criticism. The third study uses in an online survey experimental task to examine how the language used in blame avoidance affects citizens’ perceptions of politicians. The results of BAIT will be published in articles, an edited collection and a series of public engagement activities.
