Цел на проекта
Electronic Communications Legal Expertise Transfer (ECLET) will aim at advancing new areas of the host organization's competence in the field of law regarding a wide range of aspects of electronic communication (content, conveyance, processing) as well as its economic background and impact on policy, and finally, on the society. An entity focusing exclusively on these topics - Research Centre for Legal and Economic Issues of Electronic Communication (CBKE) was established by the host organization in June 2002, therefore the said areas should be deemed new to the unit. However, since its formation CBKE has organized the international conference (called 'Legal Framework for Information Society' - September 2002), and another one is being held in June 2003 ('Application of means of electronic communication in the judiciary'). It has hosted foreign scientists for their individual lectures and seminars, has established an Internet portal and an electronic journal. At present CBKE is preparing both a handbook and regular courses for law students in the field covered by the project. Bearing that in mind, the project will develop the current research capabilities of the host organization. The capabilities cannot be developed by the domestic resources, as the host organization is already recognized nationally as a leading one in the field covered by the project. Now, achievement of the highest European level of excellence is the host organization's priority. The ECLET shall let it achieve the goal. On the other hand, the methodology used in the knowledge transfer will not be focused on mere acquiring the knowledge by the host organization, but on its further dissemination to other research centres and to rule making bodies. The project will also contribute to the whole range of e-Europe 2005 objectives, which are found crucial for the competitiveness of the EU, proper functioning of the internal market and the smooth communication between EU citizens.
