Final Activity Report Summary - RAIL SAFE (New optimised and integrated strategies for railway safety and systems reliability)
This has been a real 'Transfer of knowledge (TOK) project where the fellow has participated in the research at NTNU. He has taken two courses ('risk influence modelling' and 'industrial safety and reliability'). Together with NTNU / SINTEF the fellow has planned, and arranged a workshop in Bucharesti where the Safeculture method were applied. The fellow, together with the professor at NTNU has been invited to participate in the (European Union-funded) thematic network project SAMNET. Altogether, we have participated in 6 meetings, where we were special invited to give a presentation in one session (Paris, 8 April 2005). A comprehensive report of 170 pages has also been the result from the RAILSAFE project. In this report, standard methods for safety management and risk analysis have been presented. Further some new ideas how to integrate 'incident and accident investigation' with traditional 'risk analysis methods' has been presented.

Objectives: The East European rail industry is in a state of rapid transformation aimed at meeting the increasing expectations and demands of today's transport market: liberalisation, facilitation of access by traffic-users and enhanced use of public-priva te partnerships. Rail interoperability, defined as the operational and technical integration of the different national railway systems in the European Union and the accession countries, is a key element in this transformation. Its successful achievement wi ll bring a host of benefits to citizens and businesses via seamless rail connections and better coordination of operating safety rules, communication and signalling systems. As consequence of the rapid restructuring of the transportation businesses, large and experienced headcount were reduced, while atthe same time, public and private transportation operators and also the supply industry suffer under shortages in safety qualified transportation professionals. The main aim of this project is the collaborati on between Norwegian University of Science and Technology as one of the best research communities in safety management and eastern railway industry in order to transfer safety knowledgeneeded for practical deregulation of national railway state organisatio ns in terms of safety and reliability and necessary to achieve the future interoperability of national railway networks. Achievements: Transferring state-of-the-art knowledge, transforming safety research products into practical tools and applications, and capitalising on opportunities for a surface sustainable transportation, are integral parts of this proposed project. To achieve these, in addition to the joint research activities, the project will develop a plan to educate the current and future workforc e in new approaches and technologies to help improving safety and attain an efficient and sustainable integrated transport.
