Цел на проекта
The fundamental aim of our project is to transfer knowledge from old to new Member States, concerning the implementation of EU integrated rural development policies.We would like to follow and facilitate the building of new institutions in Hungary, which started with a pilot programme in 2002 and continues with the implementation of the EU LEADER+ initiative, under the Common Agricultural Policy from 2005.First, we plan to evaluate the Hungarian Pilot LEADER programme, and to explore its medium term effects on the local level, through further qualitative research (interviews, participant observation, focus groups, etc.).Second, we want to investigate the current development of new rural development institutions, including local partnerships, central bureaucracy, and the participating agencies and networks. Action-research will be added to the methodology, and, through the adaptation of western experiences, we hope to make a positive influence on the process.Third, we want to explore tangible outcomes of the EU LEADER Programme from 2006 onwards, with special regard to effects on economic and social problems, empowerment and the involvement of civil society on the local level.The research will provide social scientists with up to date examples on institution building, social dialog and policy implementation, and will enhance knowledge transfer in a very sensitive policy area.Besides journal articles and reports, we plan to develop material for post-graduate teaching and distributing information amongst local development actors. Our international connections would allow us to facilitate the improvement of co-operation between domestic Hungarian and foreign (Spanish, British, Polish, Slovakian, etc.) rural development organisations.
