Final Activity Report Summary - GOVERNING MOBILITY (Trafficking in Women, Citizenship and Governance in Enlarged Europe)
This project resets the agenda on sex trafficking. Methodologically daring, the project brings postmodern and poststructuralist approaches on migration, labour and political subjectivities to existing studies on European integration, labour markets and gender-based violence. By linking a number of scholarly debates and discursive areas that are not commonly brought together in studies on sex trafficking, the project exposes the link between sex trafficking and the constitution of citizenship and advances a scholarly re-conceptualization of sex trafficking grounded in the particularity of the European situation. Finally, the project shifts the theorisation of sex trafficking away from the criminalisation paradigm and towards a new theory of agency and citizenship. The outcomes of the project are a manuscript entitled 'Sex moves: Migration, agency and citizenship in sex-trafficking' to be published with Palgrave (2009); a special issue of the 'Subjectivity' journal on migration entitled 'Conflicts of mobility: Migration, labour, and political subjectivities'; British Academy / Association of Commonwealth Universities Grant for International Collaboration to University of Western Sydney for a research project 'Precarious employment. A comparison between the United Kingdom and Australia'; and a lectureship position in politics and international studies with the Open University to develop a new course on citizenship as emerging from the research project 'Enacting European Citizenship', the new Open University-led conducted under the FP7 (please see http://enacting-citizenship.eu/ online).

This research proposal addresses the topic of trafficking in women from Eastern to Western Europe for the sex sector. The hypothesis advanced is that in contemporary Europe the issue of trafficking in women is inseparably linked to the process of the const ruction of European citizenship. This hypothesis is tested through two overlapping and complementary perspectives. On the one hand, the project points to the gendered and racialized coding of the European citizenship in the making and thus to the mechanism of hierarchization it installs. On the other, it examines the claims to mobility and inclusion of and apos; trafficked and apos; women and interprets them as demands of citizenship that challenge the boundaries of institutional coding of European citizens hip. Trafficking in women is a site, I suggest, where it is possible to examine the struggle over belonging and citizenship in the enlarged European community.This struggle is commonly concealed by current conceptualization of trafficking as a criminal activity and of women as victims. In order to broaden the analytic framework within which trafficking is commonly researched, this project develops an interdisciplinary study located at the intersection of Gender Studies, Cultural Studies and Political Sciences. Moreover, as to investigate the complexity of trafficking across discursive and material terrains, in develops a methodology that rests on three main discursive categories: women and apos;s narratives, representation and policy analysis.The research engages Priority 7 of the Work Programme and contributes to the knowledge- based society in Europe by broadening the state-of-art of research areas on gender, citizenship and governance (i.e. Research Areas 4, 6 and 7). By paying particular attention to the hierarchization of power relations in enlarged Europe through the citizenship framework, this proposal contributes to the discussion on the production of accountable research and knowledge at European scale
