Talents for an International House

The Fellowship Programme “TALENTS for an International House” was designed and developed by AREA Consortium of Trieste in order to realise, with a strong impact and visibility, the first step of a long-term strategy for the internationalization and the valorization of the human capital, operative in the regional scientific system. This is one of the missions of the Consortium as a public research organization, managing one of the first scientific parks in Italy. The general objectives of the Project were those of : - enhancing the attractiveness of the region Friuli Venezia Giulia and implementing career opportunities for mobile researchers; - encouraging outgoing and incoming mobility together with brain circulation and by offering grants and support to mobile researchers; promoting research results and knowledge potentials, strengthening the links between scientific institutes and the industrial sectors of both foreign countries and our region. - according to the strategic aims, the project objectives envisaged for the present reporting period have been fully realised. In the frame of these general objectives, the Project intended to assign 10 mobility fellowships, 5 incoming and 5 outgoing, to experienced researchers willing to develop a 18-month-research and training project in collaboration with the regional scientific institutions member of the Coordination Network (CER – www.area.trieste.it/coordinamento ) and with other foreign scientific institutions. By offering a concrete support to the scientific activity of expert researchers, the Project intended to increase the attractiveness and the competitiveness of the regional scientific system. The Project endorsed a bottom-up approach, so that researchers were free to choose both the research topic and the scientific institution; moreover, the Fellowship Programme was also open to accept applications involving a partner from the private sector, thus supporting also intersectoral mobility. The scientific areas to be chosen by researchers were very broad and it was possible to submit a proposal in several branches of knowledge. Two calls for proposals were published in order to assign the fellowships. At the deadline of each of the two calls, proposals were evaluated by panel of experts and the procedures were very much similar to the ones adopted at a European level to assign Marie Curie Fellowships. Within the first call 31 proposals were received, within the second 14 proposals were received. Within each call, 5 fellowships were assigned. All the 10 fellowships envisaged by the Programme were successfully realised. TALENTS Programme had a concrete effectiveness because it had a direct impact on the regional scientific institutions, that could count on the work of an experienced researcher for 18 months and thus, in an indirect way, the Project had a positive impact on the competitiveness of the regional scientific system. TALENTS Programme had a great visibility and enabled the Research Coordination Office of AREA to gradually draw the attention of the Regional Government on its activities connected with the valorisation and internationalisation of the human capital in the regional scientific system. TALENTS Programme was so much successful and appreciated that the Regional Authority of Friuli Venezia Giulia region decided to co-finance the new edition of the Programme, that had just started, entitled “Talents Up for an International House (TALENTS UP)”. This new Fellowship Programme is benefitting also from the contribution of the European Union within the 7th FP and will last 24 months. Finally, another totally new Fellowship Programme will be financed, named “TALENTS FVG” beyond the COFUND Actions, directly and completely by the Regional Government through the European Social Fund. It will have the duration of 24 months and will support 2 mobility schemes, the incoming and the outgoing ones.
